The Black Hills Council of Local Governments (the Black Hills Council) is the Planning and Development District serving western South Dakota by providing technical and professional assistance to its members. The roles and responsibilities of the Council are broad and dynamic, but always reflective of the needs outlined by its member units of government. The Black Hills Council works under the primary tenant of:
"The Council should work with local governmental entities to improve the viability of counties and communities in western South Dakota, and to attain economic growth, local government should develop a basic level of community cooperation and public facilities that are conducive to economic stability and development."
The Council has and will continue to work to ensure that the region prospers while focusing on the needs of individual members. By focusing on regional collaboration, significant progress has been accomplished in the development of regional organizations for economic development, a coordinated voice in transportation issues, and identification of issues regarding our region's water supply. The Council helps its members accomplish all their needs by primarily working in a background role as a resource to its members. The Council works to ensure that western South Dakota has a vibrant, diversified economy and remains a great place to live.
